Housing and Human Services has an opening for 2 Housing Developers. As a Housing Developer, you will join a highly skilled dynamic team that is leaving a lasting impression on the community of Boulder County.

  This team is engaged in the development of affordable housing, through design and construction. Using independent judgment while working under the direction of the Housing Development Manager and Senior Housing Development Project Managers, the Housing Developer assists the Development Team in ensuring that the objectives of each project are accomplished within prescribed time frames and funding parameters. The Housing Developer is expected to support a workload of multiple projects, including new construction, rehabilitation, and joint ventures with other developers in a collaborative environment. 

  This is a full-time, benefitted position.  The work schedule is Monday - Friday 8:00 am - 5:00 pm. This position will primarily work at the Boulder location. Boulder County requires its employees to reside in the state of Colorado as of the first day of work. Under FLSA guidelines, this position is exempt.

  As of December 1, 2021, Boulder County requires all employees to be fully vaccinated against COVID-19 or request an approved accommodation within ten days of accepting an offer of employment. A person is considered fully vaccinated two weeks after completion of a two-dose mRNA series or one dose of Johnson and Johnson vaccine. 

  Hiring Salary Range:  $62,916 - $76,758

Classification Salary Range:  $62,916 - $90,600

 Examples of Duties


·      Support community affordable housing efforts by providing a variety of analytical, technical and administrative tasks

·      Issue Request for Proposals (RFPs), Request for Qualifications (RFQs), bids, and scopes of work; collaborate with finance team on contracting process

·      Develop and track realistic project schedules and budgets

·      Interface with contractors and other professionals to build proposed developments

·      Conduct timely follow-up of land development approval process

·      Coordinate architectural, engineering, and legal matters under the direction of the Housing Development Manager and Senior Housing Development Project Managers

·      Maintain working knowledge of all site-control documentation, loan agreements, equity documents, and partnership agreements

·      Track compliance deadlines and complete compliance reports for various funding sources

·      Grant Writing

·      Curating and maintaining Stakeholder Relationships with internal and external partners 

·      Participate in industry organizations

·      Perform related work as assigned

·      May be reassigned in emergency situations

 ·      Applicants must have a valid driver's license.


 ·      Bachelor’s degree in architecture, urban design, city planning, engineering, finance, business, legal, or related field; Master’s degree a plus

·      3+ years of experience in affordable housing development or related experience

·      Knowledge of Low-Income Housing Tax Credits (LIHTC) and Tax-Exempt Bonds; local, state, and federal housing financing programs; green design and construction for new development as well as retrofit of existing buildings; and regulations applicable to the industry

·      Experience working collaboratively with project teams, different levels of management, funders, government agencies, and community members; listening to community priorities and incorporating them into assigned projects
